THE KARAKORAM INTERNATIONAL UNIVERSITY RULES FOR AFFILIATION OF EDUCATIONAL INSTITUTIONS

Karakoram International University is a Federal Government Public Sector University. It has the mandate to affiliate institutions in accordance with Section 5 Sub Section 2(g) of University order 2002 and Section 4 Sub Section xv of the University Order 2008.
Accordingly, all Government/Private Institutions of Gilgit Baltistan fall under the territorial Jurisdiction of KIU Examination Section and are bond to get affiliation with KIU.
If any institution desires to affiliate itself with any other Board/ University out side Gilgit Baltistan, will have to seek NOC from KIU.
Keeping in view the above provision, KIU invites application of institutions at SSC, HSSC, B.A/B.Sc, B.Com, B.Ed and Master Level.
Institutions out of Gilgit-Baltistan region may require NOC from their respective Board/University, for affiliation with KIU.

Rules for granting Affiliation to Educational Institutions in Government and Private Sector by the Karakoram International University
Title:

  1. The rules are hereby framed under section 4 subsection XV of the Karakoram International University Order 2008 for the affiliation of educational institutions in Gilgit-Baltistan. These Rules may be called as the Karakoram International University Affiliation of Educational Institutions Rules.
    Definitions:
  2. In these Rules unless there is anything repugnant in the subject or context.
    a) "University" means the Karakoram International University Gilgit-Baltistan (KIU).
    b) "Affiliation" means affiliation of an educational institution with KIU.
    c) "KIU-ES" means Karakoram International University Examination Section.
    d) "Affiliation Committee" means the affiliation committee of the University constituted vide office order No. KIU-Estt-1(13)/2008/16572 dated 21st July, 2009.
    e) "Inspection" means visit of the educational institution by the affiliation committee.
    Note:
  3. No educational institution desirous of seeking affiliation shall conduct admissions to any course of study and impart instruction in any subject, unless it has been granted affiliation by the University.
  4. Applications for affiliation shall be sent to the Registrar along with inspection fee detailed in the attached fee structure brochure (Annexure-I) and shall satisfy regarding educational facilities.
  5. No application for affiliation shall be considered.
    1. Unless fee as prescribed is deposited.
    2. If the educational institution applying for affiliation has already been upgraded with the prior approval of the university.
    3. If the statements submitted along with the application indicate that the prescribed requirements have not been fulfilled.
  6. The Registrar, after satisfying himself with regard to the completeness of the application in all respects, shall, in consultation with the Vice Chancellor, furnish a copy of the questionnaire, appended to these regulations (Appendix-II).
  7. On receipt of replies to the questionnaire, the Affiliation Committee shall examine them as well as the statements submitted along with the original application.
  8. If the Affiliation Committee is satisfied that these replies and statements show that the prescribed requirements have been fulfilled or are in the process of being fulfilled, it may then send an Inspection Committee to visit the institution concerned in order that it could be seen if the prescribed requirements have been actually fulfilled.
  9. The Inspection Committee shall consist of experts in subject in which the affiliation is sought.

General Rules for Affiliation/Disaffiliation
In accordance with the provisions of the University Order 2002 and revised order 2008, the institutions situated within the jurisdiction of the University are required to seek affiliation with the KIU-ES for the purpose of examination on the following terms and conditions.

  1. 1. Affiliation
  • All the affiliated institutions within the jurisdiction of the University shall make available to the KIU-ES, accommodation, staff, and furniture for holding the examinations and for conduction of various functions (Where needed).
  • Affiliated institution shall ensure that its candidate(s) are not prepared and sent up for examination conducted by any other University or Board when the KIU-ES holds the examination of the same nature/status. In case of irregularity, the institution will be considered for disaffiliation.

    2. Disaffiliation

  • Each year, immediately after the publication of examination results, the KIU-ES shall prepare a list of affiliated institutions which have failed to obtain an average of 33 percent of passes in the three preceding examinations, including the examination which has ended. The KIU-ES may then arrange for a special inspection of such institutions, with a view to ascertaining the competence of the staff, the nature of the teaching and the mode in which class promotions are given. A special fee, as detailed in annexure-I, will be charged.
  • A provisionally affiliated institution shall be considered for disaffiliation, if it fails to:
    1. Conform to the conditions of affiliation.
    2. Ameliorate the deteriorated standard of teaching/learning process.
    3. Remove the defects indicated by the KIU-ES within stipulated period.
      iv. Curb the malpractice during the conduct of KIU-ES examinations.
    4. Extend full cooperation to the KIU-ES in the proper conduct of examination etc and in organizing any educational programme/activity;
    5. Provide accommodation, furniture and staff to the KIU-ES for the conduct of examination.
    6. Work according to the norms, conduct or interests of the KIU-ES. However, the cases of fresh affiliation will be dealt by Convener Affiliation Committee who will issue the affiliation letters after seeking formal approval of the Vice Chancellor.
      Affiliation procedure shall be as under:-
  • The institutions to be inspected shall deposit inspection fee as determined by the University from time to time (Annexure-I).
  • Security fee as determined by the University from time to time shall be paid by the institution other than Government Educational Institution (Annexure-I). It will be refunded at the time institutes are given permanent affiliation.
  • Institution affiliated on permanent basis shall have to pay annual fee as prescribed by the University on session basis (Annexure-I).
  • Permanent affiliation may be granted to those institutions, which show their credibility by producing good results of sizeable number of students continuously for five years at respective level and earn the reputation of a good institution.
  • Status of institutions granted permanent affiliation may be reviewed if they:-
    1. Fail to complete formalities/requirements laid down by the KIU-ES.
    2. Fail to comply with KIU-ES instructions/policies,
    3. Do not cooperate with the KIU-ES.

    1.1 Affiliation of Schools
    This will be governed by the following rules.
    a) The application of Govt. sector institutions should be routed through concerned Directorate of Education, with prescribed affiliation fee and shall be addressed to the Registrar (Annexure-I).
    b) The private Institutions can submit their application to the Registrar office along with Registration certificate from the Directorate of Education.

c) The school other than government school shall work under the management of regularly constituted and duly registered body (Board of Governors/Board of Directors).
d) The school shall have adequate staff having qualifications prescribed by the university from time to time. The following shall be the minimum qualifications for the Principal/Headmaster/Headmistress and Teachers of various subjects in a secondary school.

i. Principal/Headmaster/Headmistress - Trained graduate with at-least 5 years teaching experience in a recognized school (relax-able in case of developing areas only).
ii. Urdu/Persian/Arabic/Regional language teacher- Trained graduate having studied the subject at HSSC/Intermediate level or an equivalent qualification in regional language recognized by the competent authority.
iii. Teacher in other subjects- Graduate having professional qualification i.e B.Ed/M.Ed/M.A(Edu) and also having studied the relevant subject(s) at least at HSSC/Intermediate, B.A/B.Sc level, as shown below:-

a) History
b) Geography
c) Civics
d) Economics
e) Philosophy
f) Psychology
g) Social Studies
h) Pakistan Studies
i) Other Social Sciences
j) General Sciences
k) Islamic Studies
l) Physiology and Hygiene
m) Agriculture and Social Science
n) Outlines of Home Economics
o) Commerce
p) Home Economics Group
q) English
r) Physics
s) Chemistry
t) Mathematics
u) Biology
v) Computer teacher- M.Sc/B.Sc in Computer Science.
OR
B.A/B.Sc with PGD in Computer Science from a recognized University/Institution.
OR
M.Sc (Mathematics, Physics or Statistics) with post graduate diploma in Computer Science from a recognized institution.
w) Library Assistant- The minimum qualification of a Library Assistant at school level shall be Certificate in Library Science.

e) The Following shall be the terms of employment of teachers:-

  1. All teachers whether temporary or permanent shall be employed on a written judicial paper stating therein clearly the terms and conditions of appointment;
  2. All teachers engaged in the school shall be whole time employees;
  3. The pay scale of a teacher shall be commensurate with the national basic pay scales.
  4. The school (private) shall provide the benefit of gratuity or EOBI scheme to its employees.

f) Teaching periods - On an average the school shall provide a teaching programme of eight periods a day, each period of at least 40 minutes.
g) The school building shall have the following minimum accommodation which shall be used exclusively for the purpose of the school:

  1. Office of the Head of Institution
  2. School Office
  3. Class Rooms
  4. Laboratories
  5. Sufficient number of toilets
  6. Play grounds
  7. Hall/auditorium
  8. Staff room
  9. Workshops
  10. Drawing Room

h) The school shall have sufficient number of classrooms keeping in view the numerical strength of pupils on its roll and the number of classes.
i) If there is a Boarding House or Hostel provided for the residents, it shall be suitably located in the neighborhood of the school.
j) The Boarding House or the Hostel shall have satisfactory arrangements for cooking and dining and shall provide adequate number of toilets etc.
k) The school shall provide residential accommodation to the Headmaster / Headmistress and the Hostel Superintendent in case a Boarding House or a hostel is attached to it.
l) The school shall have well stocked library. In the case of new schools a sum of Rs. 25000/- must be spent on the library in the first year and a provision to the extent of Rs. 5000/- be made in every year's budget.
m) Adequate number of newspapers and periodicals be provided in the reading room.
n) The school shall have a library Assistant who must have obtained a certificate/diploma in library science.
o) The school shall have well equipped laboratories for science and other subjects in which practical work has been prescribed.
p) The school offering technical subject shall have well equipped workshop for the purpose.
q) The school shall have adequate furniture and equipment, including the Audio Visual Aids and the apparatus required for Science in which practical work has been prescribed.
r) The financial sources of the school shall be adequate and must provide for its continued maintenance.
s) Facilities for co-curricular activities, sports, scouting, guiding and training in civil defense, first-aid and nursing shall be provided by the school.
t) The school shall provide the following facilities so that students are kept busy in healthy activities.

  1. Adequate provision of playground.
  2. Organized programmes of games, dramas, debates, music and indoor games.
  3. Student Teacher Centre for informal meeting of students and teachers.
  4. Cafeteria for inexpensive meals under hygienic conditions.
  5. Drinking water under hygienic conditions.
  6. Science Club to promote science activities.

u) The school shall have suitable arrangement for imparting religious education in accordance with the government instructions issued in this behalf.
v) The school shall not introduce textbooks and reference books for teaching, which are not approved by the Board and the Ministry of Education.

w) The KIU-ES may affiliate school as special type for the purpose of admitting candidates to the secondary school examination as regular candidates, provided the school fulfils the conditions laid down for the affiliation of schools.
x) The school shall not start or conduct classes in any subject without obtaining prior permission of the Board for the purpose.
y) The school shall have 20-25 regular Students in each group in 9th class to justify its affiliation with the KIU-ES.

1.2 Affiliation of Colleges

a) The college other than a government institution shall work under the management of a regularly constituted and duly registered BOG/BOD.
b) The college administration shall have complete control over its internal affairs.
c) Principal of an intermediate college/higher secondary school shall hold at least a second class master's degree (MA/MSc) or its equivalent qualification from a recognized university.
d) Teacher in an intermediate college/higher secondary school teaching XI and XII classes and at graduation level shall hold at least second class master's degree or its equivalent qualification in the relevant subject from a recognized university.
Note:
BOG/VC. has empowered the Affiliation Committee KIU to relax the relevant clause of KIU-ES Academic Rules in deserving cases pertaining to faculty at HSSC level..

e) D.P.E in all affiliated colleges/higher secondary schools shall hold at least master's degree in Physical Education. In case of co-educational institution female DPE shall also be recruited.
f) Qualifications of teachers for class XI, XII are suggested below for the recruitment of lecturers to teach Computer Studies:-
M.Sc (Computer Sciences) or equivalent from a recognized university/institute.
OR
M.Sc (Physics or Mathematics or Statistics with post graduate diploma in Computer Science from a recognized university/institute.
g) Appointment of a teacher whether temporary or permanent shall be made with a written agreement, stating clearly the terms and conditions of service.
h) The scale of pay of a teacher shall be commensurate with the prescribed government scales, if not more.
i) Provident fund or pension scheme or both shall be provided by public sector college for its teachers/ gratuity and EOBI scheme in case of private institutions.
j) The college building shall have the following minimum accommodation, which shall be used exclusively for the purpose of college:-

  1. Principal's room
  2. College office
  3. Staff room
  4. Auditorium
  5. Library and reading room
  6. Class rooms
  7. Laboratories
  8. Playgrounds
  9. Museum (Optional)
  10. Arrangement for indoor games
  11. Subject room wherever facility available (optional)
  12. Hostel having common room, full time warden, dining room (optional)
  13. and lounge for guests

k) Hostel accommodation for the students, wherever available, shall be reasonable. (optional).
l) The College shall provide residential accommodation at least for the principal and the superintendent of the hostel (optional).
m) When a college is housed in a temporary building, adequate financial provision should be made for the construction of a permanent building within a stipulated period.
n) Adequate library facilities shall be provided. An amount of Rs. 50,000/- shall be made available for the purchase of library books at the initial stage. There shall be a provision of additional grant of at least Rs. 10,000/- in the following years. Magazines and periodicals shall also be provided.
o) Adequately equipped laboratories shall be provided. Other essential pre-requisites are that:

  1. Separate laboratories shall be provided for each branch of science.
  2. Adequate apparatus and equipments shall be provided for carrying out experimental work.
  3. One subject specialist shall supervise the practical work of not more than twenty students at a time.

p) The College shall arrange activities, which promote physical well being of students. There shall be spacious playground and ample opportunities for introduction of major and minor games,
q) The financial stability of the institution shall be reasonably assured.
r) In addition to the provision of the foregoing regulations, the following are binding on the college/higher secondary schools:-

  1. The college/higher secondary school shall have 10 to 15 regular students in each group to justify its affiliation by the KIU-ES.
  2. The college/higher secondary school shall not start or conduct classes in any subject without obtaining prior permission of the KIU-ES for the purpose.
  3. The college/higher secondary school must maintain a register to show the attendance of students. A student shall be deemed to have completed the term if he/she has attended 75% of the days, the college was working in each term. Under special circumstances, the university may condone a shortage in attendances up to 10 in each subject.
  4. The college/higher secondary school shall be a whole time institution and shall provide a teaching programme of six theory periods per subject per week of 45 minutes duration. However, 2 practical of 3 hrs duration for each science subject per week shall also be fixed.

s) Co-curricular activities shall be provided as an integral part of the college life.
t) The college/higher secondary school shall provide the facilities so that the students are kept busy in healthy activities:-

  1. Adequate provision of play ground
  2. Organized progamme of games, dramas, debates, music and indoor games
  3. Student Teacher Centre for informal meeting of students and teachers (optional)
  4. Cafeteria/tuc shop for inexpensive meals under hygienic conditions
  5. Welfare committee nominated by the principal to keep in touch with the students and with their problems and to look after their welfare in general.
  6. Disciplinary committee to monitor involvement of students in activities other than the curricular/co-curricular ones which may pollute the College atmosphere and as such its sanctity will not be possible to maintain. Hence disruption of educational atmosphere should not be allowed at all.
  7. The College shall have arrangement of a Medical Officer for students and shall arrange for at least an annual Medical Inspection of all students (Optional).

u) A college council for considering matters relating to rustication and expulsion of students shall be constituted by the Principal.
v) Application for affiliation or extension of affiliation shall be submitted to the Registrar on the prescribed form at the beginning of academic session. It should be routed through Directorate of Education in case of Govt. institution and should accompany affiliation fee as prescribed by the university.
w) The university may, if it considers necessary, arrange a special inspection of the colleges by a committee appointed by it.
x) The KIU-ES may affiliate a college as special type for the purpose of admitting candidates to the higher secondary school examinations as regular candidates, provided the college fulfils the conditions laid down for the affiliations of college.

1.3 Inspection of Institutions

a) In the month of October each year or as the university may determine the Head of every institution shall submit a report to the university on a prescribed form showing the changes in the management, staff qualifications, grade and pay of new members, number and distribution of students, income and expenditure of previous year, results of examinations, changes in the rates of fees and of exemptions or reductions permitted, scholarships, condition of library, number of students in boarding houses, rules of the institution etc.
b) The following records shall be kept by every affiliated institution and submit, to Affiliation Committee.

  1. Admission and Withdrawal Register
  2. Attendance Register
  3. Fees Register
  4. Time Table
  5. Cash Books
  6. Accession Register of Library Books
  7. Stock Register

c) Surprise inspection of every institution shall be held on yearly basis by the Affiliation Committee. The inspection may relate to the accommodation, sanitary arrangements and provision made for games, residence, supervision and instruction of students, the library, furniture and apparatus, the registers containing the qualifications and duties performed by each member of the staff.
d) The report of such inspection shall be submitted to the university for formal approval.

Application for affiliation has to be submitted at least three months before the commencement of the Registration of students with KIU-Exam section or six months before the start of examination per procedure described.

Procedure for submitting applications for Affiliation of Institutions

In pursuance of the University Order Section 4 Sub Section XV of 2008, KIU will affiliate institutions at all levels i.e SSC to Post graduation of the Gilgit, Baltistan region. Following procedures will be adopted in order to get affiliation of an institution in Government/Private sector.

  1. The institution will obtain Proforma from Registrar Office and furnish all the requisite information.
  2. The Application for affiliation will be submitted in the Registrar's Office with the following attachments/documents.
    i- Inspection fee (deposit receipt) as prescribed by the university.
    ii- Private Institutions - Registration letter issued by the Director of Education (Academics/Colleges) for SSC and HSSC/graduation level respectively.
    iii- Government Institutions - Official Notification issued by the Director Schools or Colleges, whatever is applicable, that determines the level and status of the institution.
  3. By- Laws copy of Governing body with a description of all authorities and fee structure (for private institution only).
  4. Lease agreement, in case of running the institution in a rented building.
  5. Staff profile.
    Following will be the schedule of submission of application for affiliation of institution and inspection by the Affiliation Committee.
