India is emerging as an abnormal actor in the strategic landscape of South Asia, stated Lt Gen (R) Mazhar Jamil HI (M), former Director General of SPD, during a national seminar jointly organized by the Center for International Strategic Studies (CISS) Islamabad and CISS-KIU Research Center at Karakoram International University (KIU).

Delivering the keynote, Gen Jamil warned of India’s rapidly expanding nuclear arsenal and destabilizing behavior, stressing the urgent need for Confidence-Building Measures (CBMs) and a Strategic Restraint Regime (SRR) in the region.

Executive Director CISS, Amb Ali Sarwar Naqvi, in his opening remarks, criticized the use of conventional force by nuclear states in response to alleged terrorist events, calling such moves a violation of responsible statecraft.

Distinguished speakers included Amb Shafqat Kakakhel (SDPI), Air Cdre (R) Khalid Banuri, Brig (R) Dr Zahir Kazmi, Brig (R) Hamid Farooq, Air Cdre (R) Dr Waseem Qutab, Dr Bilal Zubair (CISS), Dr Iftikhar (KIU), and Dr Muhammadi (CISS Gilgit). Seminar chairs included Amb Naqvi, Prof. Dr. Attaullah Shah (VC KIU), and Prof. Zafar Nawaz Jaspal (QAU).

Speakers emphasized Pakistan’s balanced security strategy and called out India’s Hindutva-driven revisionism and strategic recklessness. They praised Gilgit-Baltistan’s youth and strategic significance, advocating for peaceful dialogue, regional stability, and international exposure of state-sponsored extremism.
